UI Theme: Minor improvements on contrast and consistency.

* 3D Viewport grid adjustment to work with both bright/dark viewports (e.g. 2D Animation)
* Match header/grid of NLA with Dopesheet/Graph Editor.
* Avoid pure whites in unselected/inactive text.
* Darken the scrollbar numbers.
