RNA/DNA changes to further decouple Grease Pencil and Annotation settings where clashes occurred

* Decouple stroke placement settings for 3D view
* Ensure that proper thickness controls are used in the topbar

Fix: Don't show GP Object's layer data in the Annotation topbar settings

Fixed intersection calculation memory leak, fixed snake UI error, added F12 supporting functions.
