Reduce number of calls to patch_eval_*

This alleviates a ~5% performance regression caused by calling patch_eval_*
functions multiple times to calculate differentials. Differentials for
subdivided attributes are now calculated directly from the limit.

It's basically used in all occurences in which BKE_BASES_ITER_START was used with additional base visibility checks. These places now also check for layer visibility.

Fix crashes when generating fibers without any control curves present.

Fix crash when adding a strands modifier and the fiber vertex/edge buffer is NULL.

The NULL buffer pointer is expected, just needs a sanity check.

Remove build option WITH_ADVANCED_LAYERS
