Object Snap: make normal argument optional

Often its not needed, setting correctly takes some extra calculation - so allow for it to be left unset.

Fix T48855: Ruler thickness broken in ortho view

Don't do ray-casts from the view unless cursor coords are passed.

Object Snap: replace perspective bool with enum

Allows to set the projection as none,
