PyAPI: Minor gawain corrections

PyAPI: replace PyC_FromArray with typed functions

This was meant to be generic but introduced possible type errors
and unnecessary complication.
Replace with typed PyC_Tuple_PackArray_* functions.

Also add PyC_Tuple_Pack_* macro which replaces some uses of
Py_BuildValue, with the advantage of not having to parse a string.

Eevee: Fix T52486

For that introduce an update function for textures.

Fix panorama render crash with split kernel, due to incorrect buffer pointer.

Also some refactoring to clarify variable usage scope.

Make Amber engine actually refresh repo listing when one hit refresh button in filebrowser, and do refresh after deleting an asset from repo.

All blendlib (ID types) filters ON by default for operator-less filebrowser.

Made changes to split tool

Cycles: reorganize Performance panel layout, move viewport BVH type to debug.

Fix for recent fix in fc890cd, cstdint is c++11 only so don't use it yet.

Cleanup: rename manipulator API functions

- WM_manipulatorgrouptype_remove- > free
- WM_manipulator_group -> WM_manipulator_group_type

Naming here is still a bit confusing,
now at least free/remove are differentiated.

Fix crash re-registering manipulators

Duplicating strings caused problems using strings in
both struct hash and manipulator group types own hash.

Add first edit operation on Amber repository - we can now remove an asset, houra :P

Also fixed more various issues.

Fix T52479: Regression: Motion Tracking no longer works

First basic (useless) step towards UI for editing Amber repository.

Fix tag filtering, move repo reading to AmberDataRepository class, cleanup some uuid utils.

Fix various misc points, including Assets reloading, in Amber asset engine.

various fluid guiding improvements

the domain settings for fluid guiding are gone now. guiding objects handle settings individually, guiding functions kick in automatically if there is a guiding object present.
