Add layer manager theme settings to UserPrefs

Add "Layer Manager" editor

We didn't decide yet if the layer manager is going to be placed in an own editor, in the outliner or anywhere else. For now, I'll use this new editor since it allows me to focus on creating a really rough the layer manager GUI. Later we can merge into an other editor if needed.

Add initial API and structs for generic layer system

This is a generic system that should work pretty well for us. The design might change later, this is kinda for experimenting.

Adds files blenkernel/BKE_layer.h and blenkernel/layer.c

Add build option WITH_ADVANCED_LAYERS

Useful for debugging and maybe for merging later, so decided to start using it from the beginning.
