Fix build warning

Value of the size argument in `strncat` is too large, might lead to a
buffer overflow.

Change the argument to be the free space in the destination buffer
minus the terminating null byte.

EEVEE: Material: Add basic material logic

This is a port of the old material grouping. This is a bit more
clean as we use containers for each passes and other structures.

Nodetree is generated without major error for simple materials but
it is not yet used as closures are not outputed.
